Ismail,

 You'd have to look at the list file to know for certain what the problem is but my guess is that the system isn't converging a lot of the time. I imagine that the zone RH goes above 70% so the fan turns on, at which point the zone RH drops below 70% so the fan turns back on, which makes the zone RH go back above 70%. You need to make sure that you're using a controller that has hysteresis (a deadband) and that you are using a short timestep (one minute perhaps).
