Arian,
There could be many reasons for this. For example, if you have
heating and cooling enabled in your building so that the zone
temperature is forced to always be between 20C and 21C then
regardless of the timestep and whether or not you interpolate the
weather file the building temperature is always going to be
between 20 and 21C.

The TRNSYS weather components all have interpolation
schemes built into the models for seamless simulations at
time steps less than an hour.
