The error message looks familiar to me.
A long, long time ago, 10 years ago actually, Matt Duffy and I looked into this error.
This error is caused by the date/time format being different between the US and the rest of the world.
In other words, the plugin basically does not work properly outside the US.

You can avoid the error by using the US date/time format on your PC, which is not recommended because it affects other applications.
I hope the attached document will help you.

David, doesn't TESS have an Issue tracker?
There should be a record of this issue on 2/4/2011. Please check it out.

Thank you for your email. I tried to reinstall the TESS library but it could not fix the problem.
On the other hand, I can use the Type 516, 518 without any trouble, so it seems to be a problem on the Type 519 only.

I think the problem has to do with some system files used by the plugin that get coopted by other system resources. Reinstalling seems to reassociate those files with the plugin again.
