Most fan models take a rated flow rate as a parameter and a control signal as an input. These two values are multiplied together to set the fan outlet flow rate. In a way, this is the same as giving the fan an inlet variable mass flow rate provided that you have chosen a variable speed fan model where the control signal can vary between 0 and 1. There is a fan model in the TESS Hydronics library (Type744) where you truly do set the inlet mass flow rate directly as an input to the model.
