Amirreza,
Often times in situations like this you need to add internal
controls to the piece of equipment that is being controlled. The
cooling coil model in the TESS HVAC Library, some of the solar
collectors in the TESS Solar library, and the detailed cooling
tower model in the standard v18 library are all examples if you
want to look at some code. You'd need to program an internal
iterative scheme into the evaporative cooler that is designed to
find the flow rate that results in the outlet air temperature that
you are looking for.
