Souha,
  I would recommend that you implement both of the cooling towers with a controlled diverter valve just upstream of them. There are a number of controller models that you could then implement to watch the the ambient temperature and change the setting on the controlled diverter valve so that your water flow would go to one tower or the other depending on the ambient temperature. You would then need to implement a mixing valve downstream of the towers so that the water flow would return to its load from whichever tower it passed through.
