In this situations, we use an equation block to build arithmetically the compound control signal.
In your case i will use for instance something like:
Ctrl_pump=min(1,ctrl1+ctrl2)
Being ctrl1 and ctrl2 the two conditions that fulfill the condition for your pump being on. There are a lot more possible combinations using the equation blocks, including an "or" function
