Louis,
  That message is coming from TRNBuild and is typically generated if GenOpt tries to open a *.bui file that doesn't exist. I'm not sure how your configuration is set up but bear in mind that in some configurations, GenOpt is running a copy of your input file that is at a different location than the original location. If you have specified any relative paths in your input file, they will probably not be valid from the location of the input file copy. Try to specify all of your paths as absolute (starting with the drive letter)
