Dear Aziz Boukara,

I would strongly recommend that you upgrade the TESS Libraries as it is a very, very small cost to do so for educational institutions. Plus, they include many new additions and features to the libraries. To the best of my knowledge, using the version 16 Libraries for TRNSYS17 will violate the license agreement.
