I do not think it is possible to vary the transmittance of a Trnsys3D object. You might be best off using type67 to assess the reduction in incident solar radiation on your building facades. While type67 itself assumes that shaders are totally opaque when calculating shaded radiation, it also outputs the raw shading fractions for beam and diffuse radiation. Multiplying these by a non-zero transmittance would get you your partial shading.
