Ashmin,

 The controller can make one control decision per time step. When the controller decides to turn on the cooling equipment then the cooling equipment has to stay on for 5 minutes, driving the temperature of the space downwards, perhaps beyond the limit of the dead band. If you use a 1 minute timestep instead then the controller has a chance every minute to turn the cooling equipment back off, limiting the temperature overshoot in the building.
