The documentation for Type 51 provides an example on how to use the model to generate the mass transfer coefficients based on a set of published inlet and outlet conditions. Please refer back to that section for answers to your question. The documentation also references the ASHRAE methodology for the cooling tower and there you can find typical ranges for these parameters. Most times I just go to the manufacturer website, get the performance at a bunch of inlet conditions, and use the model to generate the coefficients automatically. As for the absorption chiller, if you can't get the manufacturer to provide the information (some do and some don't) then you'll have to rely on typical part load curves for the type of chiller that you are considering.
