  I seem to recall that NREL offered an update to their originally proposed algorithm. I suspect that we updated the code but not the documentation. I will see if I can find the updated reference for you.

But the equation in the Type15 code is not consistent with the documentation  nor the references.

Especially, there is a term based on the annual average global horizontal irradiance (annual_ave_I) that is not mentioned anywhere.
