Sajid,
That is quite normal and an indication that the heat pump is
correctly sized. Normally HVAC equipment delivers air to a
building at somewhere around 10C hotter or colder than the zone
set point. If it delivered air at the setpoint temperature then
the HVAC equipment would have to run continuously.
