 Those values will have an impact on the automatic shading devices that are on the windows in the building. The shades will be opened and closed when the solar radiation on the appropriate facades meets the criteria that you are asked to provide. If you do not want your windows to have automatic shading devices on them you can simply set the radiation criteria to close the shade if radiation is above 10000 W/m2 and open it if it is below 10000 W/m2 (or some other arbitrarily large number).
