Thank you for your response.I have checked the parameters as suggested.The design outlet fluid temperature was not below the design wet bulb temperature. Although,when I reduce the design wet bulb temperature,I didn't get any error message.
However,the outlet water temperature is higher than the design outlet fluid temperature. How can I achieve a lower outlet water temperature,probably similar to the design
outlet fluid temperature or lower?

The error message doesn't have to do with the fan control signal. The error is that the model cannot determine the energy transfer coefficients for the tower given the parameters that you have entered. For example, if you give a design outlet fluid temperature that is below the design wet bulb temperature then it is physically impossible for a tower to deliver such an outlet water temperature and the model will generate the error that you received.
