I just opened Type 655 in TRNSYS 16 and TRNSYS 17 and it's set to flow
rate in both instances.  So somehow it got set to a temperature in your
version.  To fix it, simply open the proforma for Type 655 (right click on
the icon in the assembly panel and choose Proforma or double click on the
icon in the Direct Access tool).  Then find the input for the chilled
water flow rate (Variables Tab, Inputs Tab) and set the dimension back to
"Flow Rate" and the units to kg/hr.
