What about the one in the standard library?  Type 51.  I've used it and compared it to published BAC data and it's very very close.

Does anybody know of a open loop cooling tower type? I know the TESS library has a closed loop, but I need open (I assume) for a LEED baseline. Or has anyone ported equations from DOE2 successfully?
