,what is the different between the control card and the settings (file-setting).It is necessary ,that the parameters of the both are the same?
The parameters you change through Assembly/Control Cards (or the "document icon") are directly and only applied to your current project. The changes you make through File/Settings do NOT apply to open projects but will apply to all new projects created after the change.
Now, the part where it gets somewhat confusing is that some settings are only available through File/Settings. Those will apply immediately to open projects. The most visible example is the background color.
Settings do not need to be the same in both places.
